“During a speech that he gave yesterday [July 5, 2018] on behalf of His Honor [PA] President Mahmoud Abbas at the 60th annual conference of the Children of Ramallah Association at the Ramallah culture hall… [PA Prime Minister Rami Hamdallah said:] ‘The Israeli Parliament has passed [a law] to deduct the allowances (mukhassasat) of the Martyrs (Shahids) and prisoners from the Palestinian tax money as part of a new act of robbery of our people’s money and resources (refers to law deducting terror salaries from tax money collected for the PA; see note below –Ed.). We emphasize today on behalf of His Honor President Mahmoud Abbas that we will never abandon our responsibility to the prisoners and the relatives of the Martyrs and the wounded, and we will continue to pay their salaries (rawatib) and what they deserve, and this is the minimal obligation and loyalty to their sacrifice for the homeland’s freedom and honor.’”
Law to deduct terror salaries from PA tax money - A law to deduct the amount of money the PA pays imprisoned terrorists and families of "Martyrs" from the tax money Israel collects for the PA, which was passed by the Israeli Parliament on July 2, 2018. The law freezes the deducted money and has Israel hold it indefinitely. Should the PA not pay terrorists' salaries or allowances to families of "Martyrs" for a full year, the Israeli government would have the option of giving all or part of the frozen money to the PA.
